At its most basic level, community engagement is striving towards improving the quality of life in a given community through both political and non-political means. Organizations, governments and communities use community engaged research approaches to make plans to mobilize and act on community change.

Research and evaluation

Asking the right questions and thinking critically about the answers are steps on the path to envisioning the who, when, where, why, what, and how of community and organization transformation. Social scientists and evaluators use research and evaluation methods and approaches to answer questions asked by members in organizations and communities.
